If we assume I book air tickets and hotel room tonight, would you assume getting a STV + COE cleared within 13 days too ambitious? 

 

I think I've found a place for C19 test and I've seen FB postings I can video call a UK Thai Doctor for a Fit to fly Cert. 

 

I don't have a condo rental agreement but perhaps could do a 2 week booking on agoda (and then cancel it).

Too risky to lose the money on your ASQ. That would not even be close to enough time in my case but you got to check with people who have used your specific embassy. Also you need to have the booking for your entire length of stay.
