Believe they mean they will provide the paperwork for you to obtain a non immigrant B visa rather than provide for you. As for tourist visas they are available in Penang and other consulates and having had a non immigrant B visa will not disqualify you from obtaining them (if that is what you are asking). It normally takes two days to obtain a tourist visa.
