Is there anywhere in C Rai that can translate a will from English to Thai?

The only place you'd really want to trust for the translation into Thai of an important legal document is the Ministry of Foreign Affairs (MoFA) which has translation offices in many Amphurs. There is one in Chiang Mai, dunno about Chiang Rai.

I would try 4 Lens Tour in the corner of Hw 1 and hw 1020. 

They are Notary Public and have some lawyers. 

I have used them for papers to Immigration without problem and they have not been expensive,

I  totally agree with XJ650. I have used there service more than once,
