Vegetius' musings have no relevance in 2025. Thailand is facing medieveal era opponents and is not faced with siege warfare, in large part because there are no castles or cities with walls to breach in the region. Perhaps if you had read Plato's Laws upon which Vegetius derived and bastardized to come up with his musings, you would understand that Plato's actual goal was peace and not preparing for war.
