what do I need exactly to enter phuket via land and or by plane coming from Koh Phangan? Thanks

Phuket Govt. says, effective 15 July, RT- PCR or Covid 19 Antigen Test Cert (1-7 days old)

No Functioning Airport on Koh Phangan. 

Ferry to Surat Thani. Bus via PhangNa to Phuket. Present Cert on Sarasin Bridge or Bus Station

( if asked) .Taxi or Bus from Bus Station to Phuket Accom.

Correct as of today its vaccinated domestic arrivals only. 

Personally I fail to see how every delivery driver, goods and the like will be able to achieve this. But those are the published rules.

Actually, incorrect.   The new rules do not commence until Thursday/15th.   Also, Surat Thani isn't one of the high risk provinces for which the new rules will apply, and thus a test certificate no more than 7 days before entry into Phuket will suffice.

It's not banned only discouraged and with restrictions.
