Only 10-20 percent of eateries have resumed business but "have been mostly empty," Dominic Vu, chairman of the Alliance for Small and Medium Enterprises, said. Dominic Vu blamed the wariness to reopen on high costs and inconsistencies in epidemic prevention policies. Once patrons stop a routine of going out to eat it does not immediately resume once the restaurant re-opens. Also with no alcohol, there are some who would prefer to dine at home with a glass of wine rather than go out and be limited to water and soft drinks.
