Solving Hua Hin-prachuab Kirikhan Flooding

Mr. Bongkarn Limpraphan, Vice Governor of Prachuab Kirikhan reveals to the Hua Hin Today’s reporter that “I have called the relevant governing sections of The Royal Irrigation Department, Highway Department, State Railway of Thailand, and the Bureau of The Royal Household for a meeting in order to find out what is causing the terrible flooding in the areas of Hua Hin, Pranburi, Sam-Roi-Yod, Kuiburi, Muang, Tab-sakae, Bangsaphan . As we know so far that deforestation is one of the main factors that cause flooding. Prachuab Kirikhan has Tanaosri Mountain as the main border, and it is shown that there is extensive deforestation in this area.”

It is also been found that the construction on the main Petchakasem road, has been constructed far too high above the ground level and is obstructing the flow of water, thus causing an over-flow of water and damaging the roads.

Some people have been trespassing onto the public areas and are living there illegally especially in the Hua Hin, and Pranburi areas. The initial solutions have been assigned to many governing sectors to help handle and solve the problem. Both Provincial and District Administrative Organizations, Municipality, Highway Department, The Royal Irrigation Department, State Railway of Thailand, and the Land Department.

Mr. Bongkarn adds “H.M. The King has requested the construction of canals on two different areas along the train tracks, to release the extra over flowing of water. The south part is from Hua Hin train station toward to Khao Takieb and the north part is from the main station in Hua Hin toward to Bo Fai. The budget is approximately 10 million baht. The construction of the canals is not yet finish. However, the construction issue will be passed on to Hua Hin municipality within this year.”

The quantity of rain in the Nong Kae village and Khoa Takieb canals flows in a very damaging way due to landslides at the edge, excessive water-hyacinths, and the trespassing of habitation along the canal areas. The canals are now under re-construction and are expected to finish within this coming month.

“The past weeks of heavy rain has severely damaged Hua Hin, Kuiburi, Muang and Bangsaphan, and they have been declared as an emergency situation. This will be surveyed and reformed with the budget of 25 million baht.” said Mr. Bongkarn

However, people should not obstruct the water drainage exits, especially the canal areas. If it is found that people are still trespassing onto the public areas and obstructing the drainage exits, then they will be prosecuted.

This is bad news for the poor Thai people who live in the ramshackle shacks I guess as squatters with no chanote.

The problem with flooding in HH has very little to do with the klongs (not since His Majesty had new ones built as a Royal Project) - it's to do with insufficient drainage in the town. Every time it rains heavily, Naebkahardt Rd, the outside of the Sofitel , soi 55/1, soi 102, some of soi 88, the whole of Petchkasem on the Market Village side for about 2kms etc etc are under water. With the exception of parts of Soi 102 & 88, these areas are nowhere near the klong or railway.
