Hope that you can help

travelling to the UK next week staying for 10 days

read as much as i can but am confused on one issue

as here on a retirement visa and having paid the exit re-entry visa

do i still need the Insurance as there appears to be a different set

of rules for less than 15days

You will need the the $50,000 insurance and a Thailand Pass to enter the country.

Unless you are fully vaccinated you will also need to do the 10 day quarantine.

I asked about this at immigration office today but they said they don't know and I need to ask at the Thai embassy which I find ridiculous when I am already in Thailand.
 

Are there two sets of rules? one for tourist and one for long term residents?

Only possible difference is if you have SS cover in which case you don't need the insurance.
