Is there an app that informs you if there are police check points setup around pattaya?  I was out today and drove by two of them.

No

Such apps rely on open source P2P information. Not exact by any means. I use Waze and add as I drive. Waze have other contributors in Thailand yet much more use is needed. I get camera info from the full version of OSM (open street maps). It us rather accurate in the south. Good in the way north. Google is highly inaccurate in the North e.g. Mae Hong Son
