From the full report:

The pickup truck driver, Mr. Kittipong Pannorat, told TPN media “This was the fault of the minivan driver for making a U-turn at the wrong time.”

And in the wrong place by the look of it!

Even the 'legitimate U Turns are mostly not fit for purpose and get risky and impractical when traffic is heavier. Everyone out there is in a hurry, and, for some strange reason, as a spectator, I determine they are not reacting to the traffic situation sensibly. I get in a queue of 5-8 vehicles ahead of me waiting their turn at this Russian roulette. Some of the more ignorant, will use the adjacent (overtaking ) lane, to make a second line, push to the front, their rear end stuck out in the path of trucks getting their heads down to hurtle to Rayong after leaving Sukhumvit. When an opportunity arises to go, many seem to dawdle for a second or three, making their minds up, putting their phone down, whatever, and off they go... and those behind follow caterpillar style, as if ignoring the vehicles bearing down in them at 120kph (headlights often flashing) plus will somehow keep them safe.

I squirm in my seat, listen to the music, try to let patience flood over me.

The u turns would work a lot better if people didn't put the pedal to the metal when seeing others waiting to do one. If they'd just be consistent with their speed it would be so much easier and safer to execute the manoeuvre.

??? Why the waiting idiots can't wait longer that they can drive and not provoke accidents?
Driving by the rules would help a lot!!!

The drivers who won't wait at the u turns are most likely the same drivers that speed up to not allow others to make one.
