It will depend on the requirements of the local immigration office, and what paperwork you have available. In theory you can file as the property possessor if you have a lease, copy of blue book etc.

In jomtien I did with copies of my landlady's ID card and home chanote. The immigration lady just looked at the ID card and asked me is she the owner. I said yes. And done. And the landlady is my daughter's mother. I did it alone with a lease.

Tm28 has been scrapped

TM30 still required, at most immigration offices you won't get an extension if you can't show a TM30 receipt.

I have never been asked for it luckily.
