Does Ed-visa holder have to buy medical insurance?

Finally, is two vaccinations "fully vaccinated" or do you need three?

That is all that is required if entering on a re-entry permit.

Yes will need apply or a Thailand Pass to enter the country. See: https://tp.consular.go.th/

At this time only 2 vaccinations are needed at this time.
