If your goal is a non O visa why on earth would you consider STV.

First of all not possible.

Your non O to be  based on ? 

Edit: by STV think you meant single entry tourist visa.

SETV.

You can do either. 

Enter visa exempt or tourist visa, then obtain non O.

    An Stv is a special tourist visa for 90 days. Maybe you mean TR tourist visa for 60 days that is very easy to obtain.
