The Bangkok Metropolitan Administration (BMA) has donated a four month supply of sanitary towels to 875 female high school students in four municipal schools in Khlong Sam Wa district in Bangkok.

The free distribution of female hygiene items are for students in years 8 through 10 (Mathayom 1-3) is part of Bangkok Governor Chadchart Sittipunt’s 216 actions, which were part of his election manifesto, to ease the burden on parents, according to Assistant Professor Kessara Thanyalakpark, chief strategy advisor to the governor.

Sanitary towels may seem a petty issue to some people but,for poorer students, it means they have to miss classes when they have their period, said Kessara, adding that this is a sensitive issue for women, as each has to spend between 80-150 baht per month on feminine hygiene products.

Free Condoms for male students next?

So they are giving them to girls who for the most part are not menustrating yet but not to those who are.  Makes sense.

I'm pretty sure all the girls in the photo would be by now

Yes, if it had been part of the Governor's election manifesto.

Your comment does not make a lot of sense, the girls are ages 12-14.

"...for the most part are not menustrating..."

What does "menustrating" [sic] mean, is that an indication of your grasp of the subject?
