If one was not done that would be handled at different desk at Chaeng Wattana immigration if that is where you will be applying for the non-o visa. I was never asked TM30 when I asked for extension but my previous Non-O visa was got at thai embassy in France. Yes I will apply for a Non-O visa in Bangkok, at Chaeng Wattana then I think. For french citizens, it might be useful to know they now have to make an appointment at french embassy to get a "Déclaration de Revenus" (no appointment needed before covid-19 pandemic).
