GLO to forward new lottery versions to Council of the State for consideration

The Government Lottery Office (GLO) reports that it will forward the issue of the new versions of the two-and three-digit lotteries to the Council of the State for consideration soon. It also announces to take legal actions against lottery vendors who sell overpriced lotteries.

Caretaker Director of GLO, Wanchai Surakul (วันชัย สุระกุล) says representatives of the two-and three-digit lottery vendors will attend the meeting with GLO today (June, 25th) to discuss the new versions of the two- and three digit lotteries, including the written version and the online version. The director says he will discuss the matter with the GLO committee as soon as possible before forwarding it to the Council of the State for consideration whether the two versions of the lotteries are against the GLO Act.

Mr Wanchai says the representatives said that they prefer the written version; however, it depends on the Council of the State to decide whether the written version can be produced. He affirms that GLO welcomes opinions of both the lottery vendors and the buyers.

As for GLO’s measures to tackle the sale of overpriced lotteries, Mr Wanchai says GLO has taken legal actions against 300 lottery vendors across the country who sell overpriced lotteries. GLO has already put them in a black list in order to ban them from selling lotteries and will call a meeting between representatives of lottery vendors to find solutions to the problem. GLO has also called on governors nationwide to monitor the sale of overprices lotteries more closely.

What's with this political crap! First they slam the Thaksin gov for introducing the Devil ie the corrupt money grabbing illegal 2 and 3 digit lottery scheme, now they have WHAT, reintroduced the same scheme, but in what form. I guess it has been modified to deliver funds directly to the accounts of Sondhi, Sonthi and Saprang.

What next, let's create a magnicifent new system called One Tumbon One (errrr) "Item" ... "OTOI", sounds good enough.......... oh and yeahhhh, let's have a 0 baht medical service....... Politics?

Two- and three-digit lottery sellers demand Finance Ministry to solve lottery distribution problem

A group of two- and three-digit lottery sellers submitted a document to Finance Minister Chalongphob Sussangkarn (ฉลองภพ สุสังกร์กาญจน์), asking the government to resolve the lottery distribution problem.

About 30 lottery sellers traveled to the Ministry of Finance today (August 8th) to hand a document to the Finance Minister, calling for the government to work out the lottery distribution problem soon. The group has formed an association chaired by Mr. Worawut Kamolwittayanond.

The chairman says the interim government has postponed the issuance of two- and three-digit lotteries for ten months, causing troubles to the lottery sellers. He says about 6,480,000,000 baht of revenues have been lost, and many lottery sellers are Non-Performing Loans (NPL) clients. Moreover, less fortunate children do not have sufficient education funds derived from the sales of lotteries. He says Thailand’s economy is also affected, and the unemployed people do not have other supporting jobs. He also says a portion of money has gone to the underground lottery sellers. He says if this problem has not been dealt with, the group will accuse the Finance Ministry for receiving benefits from postponing the issuance of two- and three-digit lotteries.

Mr. Worawut says the group of two- and three-digit lottery sellers will submit a document to Government Lottery Office acting director-general Wanchai Surakul (วันชัย สุระกุล) tomorrow to follow up on the officials’ performance in solving the problem.

NLA requests to amend 2-3 digits lottery law

Member of the National Legislative Assembly (NLA), Sangsit Piriyarangsan (สังศิต พิริยะรังสรรค์), reveals that he will request NLA’s meeting today (September, 20th) to review the draft of the 2-3 digits lotteries law.

Mr Sangsit says the draft of the lotteries law is not in the list of laws the Ministry of Finance has forwarded to NLA for amendment. He therefore asks the government to submit the draft of the law to NLA and says there are two articles in the law which he thinks should be amended. These articles concern the format of the 2-3 digits lotteries and the allocation of the lotteries’ revenue.

The NLA member adds that he will arrange a seminar on the 2-3 digits lotteries on September 21st at the Army Club. Attendants include NLA Member Ammar Siamwalla (อัมมาร์ สยามวาลา), academic from the ABAC Research Center Noppadol Kornnika (นพดล กรณิการ์), and representative of the 2-3 digits lotteries club Worawut Kamolwithayanont (วรวุฒิ กมลวิทยานนท์).

NLA member confident revised GLO Act to take effect during interim govt.

National Legislative Assembly (NLA) member Sangsit Piriyarangsan (สังศิต พิริยะรังสรรค์) says he is pushing for the legalization of the two-and three-digit lottery and expresses his confidence that the Government Lottery Office (GLO) Act, which is being amended, will be enforced during the interim government’s term.

Mr. Sangsit says 61 NLA members have signed a petition to amend Article 3 of the Act by adjusting the definition of lottery. They also suggested that the Act should allow lottery buyers to select lottery digits by themselves.

The NLA member affirms the revised lottery law will not make people buy more lotteries but will assist more than five million lottery sellers affected by the government’s decision to cancel the distribution of two-and three-digit lottery.

Meanwhile, a survey by ABAC indicates that illegal lotteries have returned and generated more than 20 billion baht which might be used to fund election campaigns by politicians.

A representative of the two-and three-digit lottery club, Mr. Worawut Kamonwithayanont (วรวุฒิ กมลวิทยานนท์), says new formats of the lotteries introduced by the Act will confused the buyers.

National Legislative Assembly (NLA) member Sangsit Piriyarangsan (สังศิต พิริยะรังสรรค์) says he is pushing for the legalization of the two-and three-digit lottery and expresses his confidence that the Government Lottery Office (GLO) Act, which is being amended, will be enforced during the interim government’s term.

and yet the current PM is on record as to stating that there will be NO new legislation .....................

so the clocks running out huh .

What is the price, especially for up country locations please, or officially is there one price across the country ?

My local vendor has to pay 87 baht for his tickets via his Bangkok supplier.

He has to sell at 90 baht to cover expenses ( site rental, wages for employee ) and make it worthwhile.

This incidently is the going rate in this location and they display a large sign with the 90 baht ticket price on it in a prominent place

Five million sellers? So 1 in 13 people in Thailand sells lottery tickets?

Lotteries may be restarted

But amendment may be needed for use of funds:Chalongphob

Finance Minister Chalongphob Sussangkarn yesterday expressed support for resuming the government two- and three-digit lotteries in response to calls from National Legislative Assembly (NLA) members led by Sungsidh Piriyarangsan for the lottery law to be amended for this purpose.

"The Finance Ministry will prepare to issue the two- and three-three digit lotteries," he said, adding that the ministry was waiting for an official recommendation from the Council of State, the government's legal adviser.

The Council of State has advised that 60 per cent of the revenue from the sale of these lotteries must go into government coffers.

The finance minister agreed the lottery law might need to be amended if the government wants to earmark ticket revenues for financing public television and education. The law currently stipulates that lottery revenues must be allocated through the annual budget.

Council of State will present lottery act to cabinet, but warns of spending

The Council of State will present a revised lottery act to the Cabinet during its meeting.

Secretary General of the Council of State Pornthip Jala (พรทิพย์ จาละ) states that she will present the Lottery Offices Act to the Cabinet meeting today to be considered simultaneously with the National Legislative Assembly. The Council of State has already decided that the 2-3 digit lotteries are not illegal as they are similar to government lotteries.

The council though warns of spending of money earned from the 2-3 digit lottery sales. The council states that the ministry of finance will be in charge of spending and has been notified that a portion of the money earned will be used for the prize while a second portion must be put into public services.

NLA’s finance committee to propose Government Lottery Act at its meeting

The Chairman of the finance committee under the National Legislative Assembly (NLA), Mr. Sangsit Piriyarangsan (สังศิต พิริยะรังสรรค์), affirms he will propose the Government Lottery Act at the NLA’s meeting tomorrow (Oct 10).

Mr. Sangsit says the act mainly focus on the distribution of two-and-three-digit lotteries, which he believes would help curb the increasing of illegal lottery.

NLA member Sangsit says the Cabinet has agreed that the act is unrelated to finance and currency issues. Hence, it has been placed on the NLA’s top agenda.

Interim Director of National Lottery Office denies setting any observations for 2 and 3 digit lottery investigation

Interim Director of the National Lottery Office (NLO) Wanchai Surakul (วันชัย สุระกุล) revealed that after meeting with Assets Examination Committee (AEC) member Udom Fuangfung (อุดม เฟื่องฟุ้ง) who is acting as the head committee member of a panel to probe the 2 and 3 digit lotteries, that he informed him of 3 new outlines for the lottery as given by the Office of the Council of State.

The interim NLO director affirmed that he photocopied the council of state’s documentation and also noted the conversation. Mr. Wanchai stated he did not propose any observations or make any comments.

As for discussions with the Ministry of Finance, Mr. Wanchai stated that they have been rescheduled.

Dr. Chalongphob to go ahead with digit lottery

The Finance Minister, Dr. Chalongphob Sussangkarn (ฉลองภพ สุสังกร์กาญจน์), insists that he will proceed with the two- and three-digit lottery to the government since it is not a new policy.

Dr. Chalongphob says he is currently awaiting for the final amendment to the Government Lottery Act, as previously proposed by the National Legislative Assembly. He says the ministry of finance and the government lottery office will resolve the most suitable form of lottery.

According to the Finance Minister, the revised version of the currency act will also be re-proposed to the weekly Cabinet next Monday (October 30th).

NLA passes GLO Bill

The National Legislative Assembly (NLA) unanimously approved the Government Lottery Office (GLO) Bill.

NLA’s meeting today is scheduled to review many laws, including the GLO Bill. However, many NLA members requested the government not to use automatic machines to distribute two- and three- digit lotteries until it finishes studying effects of on-line lotteries. They also called on the government to conduct public hearings to listen to people’s opinions about the matter.

Supporters of the Bill gathering in front of the Parliament House rejoiced in celebration when the announcement of the bill passed.

29 NLA members want Constitution Court to interpret Government Lottery Office Bill

29 members of the National Legislative Assembly (NLA) call on NLA Chairman Meechai Ruchuphan (มีชัย ฤชุพันธ์) to request the Constitution Tribunal to interpret the Government Lottery Office Bill as they believe that the Bill violates many articles of the Constitution.

NLA Member Sqn.Ldr.Prasong Soonsiri (ประสงค์ สุ่นศิริ) holds a news conference today after he has gathered the signatures of 29 NLA members who oppose the Government Lottery Office Bill earlier passed yesterday. He says the Bill which concerns the country’s financial matters must be approved by the government before it is passed.

Sqn.Ldr.Prasong adds that the Bill will make people obsess about lotteries and help the government avoid paying money to the Bureau of Budget. He also calls on the government to halt its attempt to enforce the Bill until the Constitution Tribunal finishes interpreting it.

Next Govt to decide on two-, three-digit lottery: Surayud

Prime Minister Surayud Chulanont said Friday that he would leave it to the next government whether to sell two and three-digit lottery.

He said his government's term was running out and would not have enough time to implement it even if the bill to allow the government to sell the special lottery might be approved by the National Legislative Assembly.

The prime minister said his government would not intervene in the issue because the bill was sponsored by some NLA members, not by the government.
