Pattaya — A serial thief who according to police had been arrested over 19 times has been arrested again yesterday after stealing a smartphone from a Russian tourist.

Pattaya Police nabbed the suspect, 54-year-old Mr. Rungroj Sangkasinsu, at 3 PM yesterday, February 27th. The Chonburi-born man was arrested on charges of stealing a phone from a Russian woman, 59-year-old Ms. Natalia Winokuth.

According to Ms. Winokuth, she was strolling on a road in Soi 14 Naklua in the Banglamung district, Chonburi, on February 23rd, when the suspect approached her on a motorbike and snatched her phone.

Winokuth immediately reported her plight to the Pattaya police station. The police began an investigation and were quickly able to identify Rungroj and his whereabouts via CCTV footage.

It should be life jail sentence after three convictions for theft.

So now with the presence of a police Lt. general on the scenes, maybe there will not be a 20th time.

...of course, there is no age for being a thief!

You know the judicial system is completely broken when a misfit like this keeps getting released, or does not get sentenced to begin with. Send him to Russia.

It's quite obvious that this thief will never cease his one man crime spree, Obviously the threat of jail doesn't worry him.

He is too old to learn a new profession and we are already top heavy with the profession that would best suit him, a Thai politician.

The best that could be done in this situation is to monitor the guy.

Give him a European passport then they can keep tracks on his criminal activities with their carefully thought out TM37, TM30 & BMW systems.

Nah, much as i do not agree with Islam, I'd go with them on this one after multiple thefts

'has been arrested over “19 times”.' But how many times was he punished?

I wonder if you read the linked article.

Over 19 times. 20, 25, 100? Bizarre reporting. Obviously, no matter what the number is, this idiot needs to be jailed for a long time. But then, what is the maximum sentence for theft? It's not like he was drinking a beer after 2am or vaping. Then he'd really be in trouble.

This officer on the left has his own unique style of pointing, bravo!

He likes this message so much he's pointing at it.

In the linked article it says it was found and returned.

In contrary information, criminal activities are a LOT more difficult to carry out, than legal ones.

This guy has brains, which needs to used in legal pursuits.
