You need to check at the office where you will effect the transfer.  Rules and documentary requirements vary between offices and provinces.

Shouldn't cost you anything to sell.  Sold 3 cars, 2 Udon Thani, 1 Prachuap Khiri Khan provinces.

I sold a car recently, the buyer paid for the transfer 3,600 baht.

 

Only the blue car book was required for the name change.
