Does a Pakistani citizen have to go back to his home country to renew his visa?

He came in one a 2 month tourist visa and the immigration will only extend by 7 days. Can he go a new tourist visa from a consulate at a nighboring country or does he need to go back to Pakistan?

It would seem that he can apply locally, but with more stringent checks

The checks takes 4 weeks so he'll need to go back to Pakistan unless he can find a less stringent embassy then the one in Vientiane.
