How is this even legal......???

Photo is of a "municipal" dump about 2kms from a group of villages and 10km from a large town.

 

It burns household waste, and possibly industrial waste, 24/7. There's no incinerator, chimney or pollution control. The waste is just burned on the ground where it is dumped.

 

Is that legal? If not, is there anything can be done to stop it (as if anyone would listen)?

This https://waqi.info/#/c/15.803/102.606/14.2z website currently shows the air quality about 2 km from my house as 19 yet we're surrounded by values of about 170, with 300 only 30 km away. 

 

I have to ask, is our local monitoring station broken?

 

EDIT - a few minutes after posting, the value had gone down to 4!
