If I want to pick up someone who arrives on an international flight at 6am, when will they likely have their passports checked, luggage received, walking out to the public area? Point is, it can't be answered, as too many variables, aside from how many plane land close to each other. .... how far is the gate from baggage, and then to Imm ... did the plane arrive at a gate, or get bussed in from a hard stand on tarmac.
