Registration Date Base For Foreigners

On 24th July, Pattaya Immigration Superintendent; Pol. Col. Itthiphol Itthisarnronnachai gave an interview to reporters about the Online Registration Data Base for Foreigners.

Pol. Col. Itthiphol stated that City Hall had granted the Immigration Department a budget of 850,000 Baht for this project. At the moment he is rushing the project in order for foreigners to be able to contact the immigration through the Internet, and all files must be carefully kept in order.

Foreigners that are in Thailand either residents or tourists have the duty to inform the immigration department of their whereabouts once they arrive and from then on; every 90 days. If a person does not proceed accordingly then they will be charged up to 5,000 Baht fine, plus an additional fine of not more than 200 Baht each day until a letter is made to inform of their address.

At the moment Pattaya Immigration have installed an Internet Network that will accept registration of accommodation/residence online at:

www.pattaya-immigration.org and www.pattaya-immigration.com to publicize this registration rule to all.

This project will launch starting October 2007 and will be on test for 3-6 months.

It would seem this is a new interpretation of how the immigration laws are to be enforced. Technically we are supposed to inform immigration every time we move for over 24 hours. A copy of the form is available here; http://www.pattaya-immigration.org/download%20forms/tm28.pdf.

This is a follow up from a scheme launched in Pong in June following a public meeting of falang there. An initiative that has come from the governor.

In the Pong scheme they want the falang to form local committees a little like neighbourhood watch. The idea was to get a register of all the falang in the area, and to make sure the residents are registered on the "book" for each residence, a bit like the locals. (It seems we all look the same to them.) The local committee was to report to the district office of the comings and goings. The idea was greeted with a large amount of suspicion by the local falang population. Others here would be better informed as to the success of the idea. (I know there were some other TV members at the meeting. :o )

No, this is for those who stay here longer than 90 days, they always have had to report in every 90 days. Stupid rule, it ought to suffice that you report your address when you move in and again when you move out, but no, that's not enough, they have to inconvenience us to go to their little paper tiger domain so they can treat you like dirt every 3 months. :o

At least we can do it in person and its free here ! As a visitor to Russia you have pay

a large amount to a government approved " agent " to register your visa every time

you go to a new city or location. This is on top of the amount for the visa - a rip off !

Are you sure? It looks like (from the above forms, plus the declaration when arriving on a 30-day visa waiver) it applies to all aliens.

Immigration Department Inspection :o

Officials from Pattaya Immigration Department went out inspecting hotels, guest houses, and rooms for rent where tourists stay around South Pattaya in the evening of Thursday 26th July.

They wanted to make sure that after publicizing the residency notification rule, that everyone involved is respecting it. The rule dating back to 1979 is being repeated to inform all involved about tourists residing at their establishments within 24 hours via the new convenient Internet service. According to the law, foreigners staying over 90 days must register where they are staying in Thailand.

The obligation of landlords, apartment owners, proprietors and hotel managers is that once a foreign guest stays in their residence, this issue must be reported to immigration officers within 24 hours from the date residency is taken up. Failing to perform this duty; results in a penalty of 2,000 Baht. If a hotel manager fails to follow upon the act; a penalty ranges from 2,000 to 10,000 Baht.

Still does not make it clear - how does the guesthouse/hotel know if the alien has been in the country for more than 90 days? Does this no make it defacto every alien?

How many foreigners reading this thread report to immigration any time you stay in another province over 24 hours? Every trip to Bangkok, every trip upcountry? Every time you go away for the weekend? :o

How many foreigners reading this thread report to immigration any time you stay in another province over 24 hours? Every trip to Bangkok, every trip upcountry? Every time you go away for the weekend? :D

Quite - which is why I am trying to understand this, as it potentially is a head-spinner.

Or more likely another source of tea money, if the BIB can't find anything else wrong! :o

They all might end up like a hotel near Khao Sarn Rd I stayed in July.

They checked my passport on booking in, even noticed I was in the country longer than the original entry stamp. I had to point out the extension stamp before they would book me into the hotel. I believe this is how the system is supposed to work.
