Just look at the three universities I alluded to above. I didn't give their names, because of course this is Thailand and I will not take the risk. But public documents demonstrate just who the three are--and you can ask AI and find out too. BTW on a completely unrelated topic, I wonder how the weather is in Dubai today. Now back to the issue. Chinese education investors buy the Thai university and charge the Chinese "students" tuition, almost all of which is paid in China, with a small remnant going to staff in Thailand. The Chinese owned university actually runs a deficit or near deficit in Thailand. The classes are in Mandarin and the review boards are Chinese nationals. And this creates a cover for Chinese laborers to work in Thailand. If it sounds like zero dollar tours, that's because it's the same model. A huge scam. But as you ask, will anything be done? (There are said to be other universities than the three but they are not publicly owned so no documentation. I can also go into the legit private Thai universities and how they have created grad programs that are almost exclusively Chinese. Clues? See how many universities now mainly hire Indians to teach their required English classes.)
