Mailing SS documents to The Philippines?

Looks like I will need to mail the direct deposit form and possibly other documents to the Federal Benefits Unit at the US Embassy in the Philippines.  

 

What Thai Post service is best for this.  Is it necessary to use EMS?  I am not sure if EMS is as expensive as sending docs to the USA?
