Hotels in Thailand are ringing in the New Year with welcome news for patrons. The Alcoholic Beverage Control Board has given hotels the nod to offer 24-hour room service for alcoholic beverages, an initiative approved by Public Health Minister, Somsak Thepsutin. This departure from standard hotel practices, which usually limit alcohol sales beyond certain hours, promises increased guest satisfaction amidst the festive period under a balancing hand to ensure safety. The unusual move, vocally advocated for by the Thai Hotels Association (THA), aims to upgrade guests' experiences for the upcoming seasonal festivities. Hotels with the relevant alcohol licences can now satisfy their guests' thirst beyond the customary cut-off of 10pm for restaurants and 2am for bars. Contrarily, mini-bars within rooms have always been exempt from this time frame. However, not all sectors received similar laxed regulations. A request from the State Railways of Thailand (SRT) for paralleled leisure was rebutted. Quoted by Minister Somsak, safety concerns trump potential revenue growth, as the introduction of alcohol on board could surge crime rates within train cabins. Somsak however urged the SRT to conduct an impact assessment to determine the potential benefits and drawbacks of the policy. This move signifies a tempered openness towards such changes applied to first-class sleeper coaches, dining cars or chartered trains in the future. This extended leniency towards alcohol access carries with it a harsh reminder of the dangers drunken behaviour can beget. The previous New Year holiday witnessed a shocking number of alcohol-related incidents resulting in 4,777 injured road users. Meanwhile, nearly 23,902 drivers flunked the breathalyser tests at check points, recording a worrying 3,370 intoxicated motorists on the road. As a countermove, subdistrict health promotion hospitals have been tasked by the board to run a continuous information drive emphasising the strict enforcement of drunk driving laws. As part of the initiative, these institutions are to collaborate with local administrative bodies to implement preventive strategies at community levels. In tandem with these efforts, Dr Panumas Yanwetsakul, head of the Department of Disease Control, has detailed a three-phase strategy for reducing alcohol-related road incidents during the New Year holiday. Key aspects of this plan are a potent pre-festival anti-drunk driving campaign, monitoring during the celebrations and later review to gauge the effectiveness of these procedures. If he'd said that you, personally, would be "looking at 6-12 months of pain and uncontrollable leaking", that would be one thing.
