I received notification from the agent I use that the Post Office is requiring a re-registration of forum 1583.      It requires a current  USA  address along with a photo.      Its basically the same as some banks are requiring.

 

The only way I see to get around it is to live for the required amount of time to reestablish oneself as a resident in a particular state.    They're even asking for a lease with one's photo on it.       I've never seen a lease with anyones photo on it.

 

I came here with a new state drivers license good for 10 years but it expired years ago.

The address you provide on that form doesn't have to be in the US.  Your address in Thailand should be ok, but confirm that with your agent.  The lease (or other address confirmation) doesn't need your photo on it---just your name and current address in English.  You also need your passport or other official US ID, and that's the required photo ID.

Form 1583 only applies when you rent a private mailbox.  They always ask for ID of your current address.  I opened a private mailbox in another state different than my mailbox location.  They asked for my current address.  I said it is on my California driver's license (a different state).

It's not illegal to open a mailbox in a different state, if you have valid ID with your current address. 

They scowled at me and didn't say anything more. 😄

I have a UPS box in Hawai’i. They ask for two pictures of Identification so I gave them my passport and Hawai’i State I.D. Filled out the Form 1583 which I had to print out sign and date and upload the picture of it. They know I live in Thailand but the last requirement was for me to give them my address in Hawai’i. I gave them the address that matched the address on my State I.D. and that satisfied them.
