this is NOT true for BA on the LGW to BKK flight as BA have no agreement with airlines in thailand to send luggage to final destination, even if you book the flights via BA and you have a BA flight number and boarding pass.

I think you just got a lazy or ignorant check-in clerk.

I have lived on the island for more than 20 years and have always been able to check through.

That's fair enough but how many tourists know that? I've come through Bangkok and connected to a domestic flight quite a few times and I had no idea this was possible.

I have to say though, that if I was thinking of taking an expensive bottle of whisky with me, I'd be calling the long haul carrier and asking them if they will indeed, check my bags through. If they couldn't reassure me, I wouldn't take the risk - that bottle would be placed in my hold luggage at the domestic check in.

One point comes to mind - suppose your bags don't arrive at your final destination and are lost. Who will take responsibility? I can see both airlines blaming the other.

I suspect that the barcodes are supposed to be scanned at each point when they are moved.  On the one occasion where one of my bags did go missing, the airline either couldn't or wouldn't give me any information as to where my bag it was last seen. The just said they didn't have that information.

You are talking about duty-free quotas, aren't you?

Everyone else is taking about the limit of liquids allowed when passing through the security check on departure.

The liquor store at Gatwick will put the whisky in a clearly marked duty free bag and seal it up.That can then be taken on board  and as long as she doesn.t open the bag and have a sneaky nip out of it and keeps the bag intact it will be o.k.

Nope. You can think what you like.

i double checked with BA and Bangkok Airways.

BA have no agreement to check luggage through on other airlines in Thailand.

They may do in future, but as of now, they do not.

Apologies, your experience was to Krabi where it's different from the OP's Phuket.  It appears that if on the same ticket, baggage can be transferred to PG to Phuket, Samui and Chang Mai, but not Krabi, Hat Yai or Trat despite them all having local capability for Customs etc.

I believe Thailand still enforces the limit of liquids allowed in hand-carried baggage and security check when boarding the flight to Phuket will have the right to forbid it.

Unless you can get it into your checked baggage then all liquids are subject to the normal security rules and regulations in force at the point where you leave the 'specially segregated secure arrival zone' and enter into the departure zone.

So yes, when you do a transit stop they will normally take everything off you - consider a general rule of thumb as if you were walking in off the street because that's the same standard that will usually be applied - everywhere.

The one caveat here being that it's a domestic flight but I doubt that matters as it likely departs from the same secure zone in the airport. It's all about controlling the flow of materials into this secure zone.

As long the duty free is in the official sealed bag with the receipt visible you don't have any problem with hand carying it wit you on your domestic flight, I do this several times a year without any issue.

Then it is accepted to take on board at Gatwick.

The OP is talking about Suvarnabhumi airport in Bangkok, where his daughter will change to a flight to Phuket. Has anyone reading this had a personal experience with this type of situation?

Yes i do this several times a year without any issue as long it's in the official duty free sealed bag.

Her tickets are separate yes?  So she will collect her bags at Bangkok and check them in for the flight to Phuket? As far as I know, provided she puts it in her suitcase in Bangkok and that is checked in as hold luggage, I can't see the problem.

She definitely won't be allowed to hand carry that amount of liquid.

Not correct, it's allowed as long it's in the sealed duty free bag.

Because they are Thai and they hate foreigners.

That is very true, but that would not apply to most of the ordinary Thai people.

Some interesting comments in this thread...

https://aseannow.com/topic/1267519-bringing-in-duty-free-alcohol-on-my-ams-bkk-hkt-trip-but-doing-immigration-in-bkk/

this is the correct interpretation for STEBS bag usage.. for countries that subscribe to the STEBS bag program (most do, but not all and it’s not mandatory that any one country participate) they carry the “seal” so long as the bag - and the associated passenger - remain AIRside or in “sterile” status… once you exit that status and go “landslide” and thus are no longer “sterile” in terms of airport security, the STEBS bag no longer carriers any validity.

Unless the OP's daughter can be assured she can retrieve and recheck bags and stow the Whisky in a rechecked bag at BKK, I wouldn't risk a potential confiscation just to save 1,000 baht.

What is the exact itinerary and carriers? One ticket, or two tickets?

What is the Whisky? Is it 1L? or 70 cl?

An Aberlour 12 double-cask (70 cl) might be 50 GBP (LGW duty free says 51.79 GBP), which is available at Villa Market for 3,119 THB.

I think duty-free on arrival at BKK - no longer available - did offer the sealed bag thing which did work for onward domestic flights.
