I have to physically go and do a 90 day reporting at Jomtien for the very 1st time. They don't allow it to be done online. What's the earliest day it can be done prior to the 90 days and also what's the latest it can be done?

In person up to two weeks prior and one week after due date.

And dont be late, first time I had to do a 90 day report the fine was 2000, today I was rejected online, turns out I got the dates wrong now 2 weeks late, fine is 5000 now, I reach out to the Aussies who left AU saying its a nanny state, mate we are in Nazi Germany here, 1984, they want to know where you are all the time...add the reems of photocopies they want you to supply every time you walk into an immigration centre.

I think you're mixing it up. More than 7 days late doing a 90 day report is still 2000 baht. Only if you are arrested for something and have an overdue 90 day report is it 5000 baht.

 

This is from the TM47 application manual 

I went to Jomtien immigration on Monday. While the queue in building on left was out the door, the 90 day desk in building on right had no queue (was there 1pm)

In Chiang Mai is your TM47 and your passport, no copies at all... did already twice like that

Yes I was, annoyed I missed the date, annoyed because the residue of a 3 month long cat chasing its tail had recently ended, annoyed that now with paying tax to them they will get another easy 2000, its worth it if you learn something new, I will now be using reminders on my iPhone for just about everything.

Well there you are, another anomily in this great land where one hand doesn't know what the other is doing, Pattaya immigration is a nation all of its own it would seem, they charge for a certificate of residency too was 200 last time payed 300, which again is another scratch your head requirement, was free in BKK when I needed one, pretty sure my first 90 day done in BKK was just the form and passport and a 30 min sit-down till processed.

 

I keep a pretty keen interest on the former police chief that was in charge of Pattaya immigration I like to keep up to date with the legal process's he and the mrs are going through, karma is a wonderful thing.

Now that you are late, you are late.  Don't go out of your way to file and pay.  The fine is the same whether you are 8 days late or 8 months late.  Just pay it next time you need to use immigration.  You might even get a freebie or two if the next time you need to go is 3-6 months or more.

You do realize (I assume) that your rants are pointless.

Most expats living in Thailand are acutely aware that various immigration offices have their particular "requirements" 

You mention certificate of residence.

BTW it's not free in Bangkok.

It's 200b and no option to obtain straight away.

Some offices COR is free. 

Others perhaps 300 for one week process or 500b on the spot.

If you don't like the bureaucracy either use an agent for immigration needs or accept it or leave.
