I would bet the building would not have collapsed then. The fact that the one building that collapsed was under construction was probably not a coincidence. Since the collapse started at the top, it's likely the heavy crane at the top and it's tens of tons of weight was the domino that started the collapse.

My one relative ran 15 floors to get out of her building after she felt the quake. She is working from home now for a while. i hope the building inspectors do a good job looking at her offrice tower. I wish all Thais good luck.
