China's Envoy Assures Rights of Detained Filipinos in Espionage Case

China's Ambassador to the Philippines, Huang Xilian, has reassured that the rights of three Filipinos, arrested for alleged espionage, are being upheld as their cases proceed through the judicial process. Despite confirming that China will pursue the charges, Ambassador Huang emphasized the commitment to protecting the legal rights of the accused.

The Philippine Consulate General in Guangzhou is actively coordinating with Chinese authorities to ensure the Filipinos' rights are safeguarded, in line with the Philippines-China Consular Agreement. This agreement, under Article 13, allows consular officers to visit detained nationals, communicate with them, and organize legal assistance.

The three individuals, natives of Palawan, were detained in Hainan following their arrest on espionage charges against China. The Department of Foreign Affairs (DFA) has expressed its expectation for due process and full protection of their rights.

DFA's Office of Migration Affairs has arranged local legal representation, funded by the DFA Legal Assistance Fund. “We already funded the lawyer,” indicated DFA Undersecretary for Migrant Affairs Eduardo de Vega. However, the approval of the provincial governor in Hainan is required for the lawyer to meet with the detainees, and efforts are underway to secure this authorization.

The families of the detained have appealed for visitation rights through the Philippine consular office, though Ambassador Huang did not provide clarity on whether such visits would be permitted by the Chinese government.

Concerns have been raised by the National Security Council (NSC) over the espionage charges and the individuals' alleged confessions. Notably, the detainees were recipients of the Hainan Government Scholarship program.

Malacañang has committed to fully assisting the three Filipinos, while refraining from commenting on speculations that their arrest might be retaliatory, linked to the Philippines’ prior arrest of Chinese nationals for similar charges. The situation remains delicate, with diplomatic and legal avenues being pursued to navigate the complexities of international legal proceedings, reported Manila Bulletin.
