Cambodia has reached a striking digital milestone: the number of internet and mobile phone subscriptions now exceeds its entire population. As of April 2025, the country recorded 19.62 million internet subscribers and 20.69 million mobile phone users—figures that surpass its estimated population of 17.7 million.

 

The data, released by the Telecommunication Regulator of Cambodia, reflects a penetration rate of 111.62% for internet and 117.75% for mobile services. This unusual surplus is explained by individuals owning multiple SIM cards or subscribing to various services for work, personal use, or better connectivity.

 

The surge in digital uptake is underpinned by Cambodia’s expanding infrastructure. With four mobile internet providers, 39 ISPs, and two submarine optic cables linking the country to 18 nations across Asia, Africa, and Europe, access has become more widespread and competitive.

 

Chhin Ken, President of the Cambodia Digital Tech Association, attributes the growth to rising digital literacy. “Mobile internet surfing is easy for Cambodians to work on smartphones before they proceed to computers,” he told Khmer Times, highlighting smartphones as the primary gateway to digital life.

 

The government’s long-term strategy, outlined in its ‘Digital Economy and Social Policy Framework 2021–2035’, aims to extend high-speed internet to all communes and transition from 4G to 5G. Currently, 4G covers 82% of Cambodia’s land area and 93.2% of its population, according to Minister Chea Vandeth.

 

While the number of subscribers doesn’t equate to unique users—estimates suggest around 10.8 million individuals actively use the internet—the figures signal a profound shift in how Cambodians engage with technology. From online businesses to virtual classrooms, the digital landscape is rapidly reshaping daily life.

 

Cambodia’s digital future looks increasingly connected, with mobile devices leading the charge.
