The Metro Manila Council (MMC) has approved a ₱5,000 fine for individuals caught dumping trash in public areas, a decision made on Tuesday, September 23. Led by San Juan City Mayor and MMC President Francis Zamora, this resolution aims to encourage responsible waste disposal among citizens. This move highlights the persistent flooding problems exacerbated by improper waste disposal clogging waterways.

 

The resolution was initially passed on September 16, designed to combat the recurring flooding issues in Metro Manila. Mayor Zamora pointed out that despite efforts to improve drainage systems, the presence of waste obstructing these systems continues to worsen the situation. He emphasized the long-term environmental benefits of stricter waste management enforcement, which addresses the ongoing challenge of waste accumulation in streets following floods.

 

The resolution mandates surveillance of rivers, creeks, canals, and waterways to ensure compliance. While most of Metro Manila can expect a ₱5,000 fine for violations, the municipality of Pateros will impose a reduced maximum penalty of ₱2,500 due to its municipal status under the Local Government Code. This distinction aims to align penalties with local governance structures while maintaining the core objective of the policy.

 

Mayor Zamora reiterated the call for public cooperation by urging residents to dispose of waste in designated areas. He clarified that dumping in rivers, creeks, canals, and waterways significantly contributes to Metro Manila's flooding challenges, underscoring the resolution as an essential preventive measure.

 

Looking ahead, this resolution is anticipated to foster significant community involvement and increased awareness of environmental responsibilities. The MMC plans to implement continuous monitoring and collaboration with local governments to ensure the policy's effectiveness in mitigating flooding risks.
