Says a guy who’s probably a monger lol anyway he seemed to be good humored about it and it’s kinda cool he was out there hoofing it meeting folks that cop had a big smile on his face so seems to me it was kinda amicable.

Well, self-explanatory. 

Many European leaders, apparently also a President of France, can and does stroll in the streets of a city. I met ministers on public transport, queueing in front of me at a supermarket check-out or in a department store. 

If I compare that with the ridiculous show the Americans run with their President .......... If an American President has to fear for his life, (s)he is either the wrong person or there are too many weirdos on the roads with guns and other stuff which would not belong into their hands. 

Anyhow, the bottom line is nice, that an arrogant President like Macron is kept in line by a New York cop. Latter has had certainly his 3 - 5 minutes of fame, who else could stop a French President attending the world's biggest conference with a simple "no" - hilarious

They probably decided to walk because the traffic is absolutely terrible when the General Assembly is on.

Imagine - a president who prefers to walk on the street, rubbing shoulders with the people, not one that holds everyone up for his cavalcade of armored cars.
