Russia has huge refining capabilities and lots of it out of range. Not saying it won'thurt but I don't think it's anywhere near enough to change the direction of the war which is very much, as it is, in Russia's favour. What will really hurt is everyone stops buying the fuel Russia is exporting but this means the EU, India and China along with other nations. Can't see it happening.
