The death of a South Korean student in a Cambodian scam compound has triggered a diplomatic response from Seoul—and a deeper reckoning with the pressures facing young people at home.

 

The student, lured by promises of high wages, was reportedly tortured to death in August. In response, South Korea sent a high-level delegation to Phnom Penh this week to negotiate the release of citizens trapped in scam centres. Around 60 nationals are expected to be repatriated on Saturday, some under police escort for alleged managerial roles in the operations.

 

But beneath the headlines, a South Korean missionary working in Cambodia says the tragedy reflects a broader failure. “If young people could find jobs in South Korea and live while being rewarded for their work… they wouldn’t have done this,” said Ok Hae-shil, who has helped repatriate several Koreans from scam compounds over the past 14 years.

 

Ok described Cambodia as a magnet for those seeking quick fixes—its lax visa system and tolerance for bribery making it an easy escape for youth facing economic and social pressures. Many, he said, entered the scam trade knowingly, driven by desperation and a culture that equates success with high salaries and corporate prestige.

 

South Korea’s National Security Adviser Wi Sung-lac estimates over 1,000 Koreans are among the 200,000 people involved in scam centres across Cambodia. These operations, which flourished during the pandemic, generate billions annually through online fraud.

 

President Yoon has since ordered a ban on illegal job ads targeting youth, but critics argue that deeper reforms are needed. Ok’s remarks have reignited debate over employment, ethics, and the cost of a system that leaves many behind.

 

As scam operators prepare to relocate and regroup, the question remains: how many more will be tempted to risk everything for a promise that never delivers?
