Might not always be wholly true.  Here is one example of a native American being listed for ICE detention.  Whoops.  Just a mistake of course, but this might lead to some fear and uncertainty.

Willy Aceituno had his car window broken and dragged out by masked ICE agents and he was a US citizen. A lot to fear from the out of control DHS.

I think it also means they're working a bigger 'entitlement' scam or working like the criminal illegal alien, who was serving as Des Moines, Iowa’s school superintendent at the time of his Sept. 26 arrest (making US$286,000 per year).

Don't think so, loads of people arrested and assaulted who were legally in the USA but ICE didn't bother to check.
