The most profitable items for retailers are sodas, commercial bakery (e..g. donuts, cookies, cakes etc.), salted processed products (potato chips, corn products like Doritos, tortilla chips), frozen processed "foods" like chicken nuggets, pizzas, french fries, hot pockets) and processed "breakfast foods like sugar smacks, froot loops, Fruity pebbles etc.) All high sodium, all high sugar, and all low nutritional value. The restrictions on types of purchases was long advocated by progressives because it was in the best interests of people who were often uneducated and not appreciative of the dangers of high processed foods. Food stamps/ SNAP was never intended as a long term solution for people. Rather, it was to be a stop gap. Get rid of the "purchase" part. Make a list of foods available and the quantity available per week. No exchange of money. They go to the government store and get a ration of government cheese, milk, meat, bread, pasta, vegetables, and fruits. All of which they are required to cook themselves.
