Iran’s ruling clerics secretly prepared a nationwide massacre of protesters months before unrest erupted across the country, according to explosive new recordings and classified regime documents released by Iran’s leading opposition group.

The National Council of Resistance of Iran (NCRI) says Tehran’s leadership knew a mass uprising was coming — and calmly plotted how to crush it.

Leaked audio and internal security papers show the regime planned to shut down the internet, unleash live fire on crowds, deploy undercover agents inside demonstrations and even manipulate protest chants to weaken resistance.

“This was not panic. This was a plan,” NCRI US Deputy Director Alireza Jafarzadeh said at a briefing in Washington. “They anticipated a national uprising — and prepared to crush it.”

The protests eventually erupted in more than 400 cities across all 31 provinces, drawing students, workers, women and entire families into what NCRI called an unprecedented revolt against the Islamic Republic.

Chants of “Death to Khamenei” and “Death to the dictator” rang out nationwide — scenes Jafarzadeh said “terrified the regime” and directly threatened Supreme Leader Ayatollah Ali Khamenei’s grip on power.

Central to the revelations is a 129-page “Comprehensive Tehran Security Plan,” drafted by the IRGC’s Sarallah Garrison months before the unrest. The document maps out when to escalate from police control to military force, how to identify “high-risk” families, and when to impose total internet blackouts to isolate protesters from the outside world.

Another Interior Ministry directive explicitly ordered communications shutdowns once unrest reached a critical level — proof, NCRI says, that the blackout was premeditated.

The documents also admit the real source of public fury: soaring prices, currency collapse, sanctions linked to Iran’s nuclear ambitions and its backing of proxy terror groups.

An audio recording from a high-level April 2025 security meeting reveals regime officials boasting that unrest had been “neutralized.” Weeks later, the country exploded.
