Legislation to lower the UK voting age to 16 will be introduced in Parliament this week, marking the most significant expansion of the electorate in more than half a century.

The Representation of the People Bill would allow 16 and 17-year-olds to vote at the next general election. It also includes measures aimed at tightening political donation rules and blocking foreign interference in British elections.

Ministers say the move will “empower young people” and modernise democracy. Critics call it nakedly opportunistic.

The minimum voting age is already 16 in Scotland and Wales for devolved and local elections. But across England, Northern Ireland and UK-wide parliamentary contests, the threshold remains 18.

If passed, the reform would represent the biggest change to voting rights since the age was lowered from 21 to 18 in 1969.

Shadow Local Government Secretary Sir James Cleverly said the Conservatives remain opposed. “People become adults at 18 and that is when citizenship rights – such as voting – should be gained,” he said.

Opponents argue 16-year-olds lack the life experience to make informed electoral decisions. Others question whether Labour hopes younger voters — who traditionally lean left — will tilt future results.

However, analysts note that 16 and 17-year-olds account for only around 3% of the 16+ population. Turnout among younger voters also tends to be lower, meaning the overall electoral impact may be limited.

The bill also seeks to clamp down on foreign donations by requiring companies to demonstrate a genuine UK connection before making political contributions. Proposed safeguards include proof of UK headquarters, majority UK ownership, and sufficient domestic revenue.

Additional plans include expanding accepted voter ID to include UK-issued bank cards and moving toward automatic voter registration.

The government says it wants the changes in place before the next general election, due by 2029.
