If the source is 'The Daily Express' then the article will almost certainly 1) be devoid of fact and/or 2) bear little or no relation to the headline.

The source isn't the Express. Read the article, It eminates from a NGO who has already issued a correction on the 12th of February.

The piece in question was written by a journalist working for the Express and the headline, "Paranoid Putin activates 'kill switch' on his security forces as Kremlin coup fears grow" was the Expresses own work.

The Express article is 1) devoid of fact as it is based on another article which is factually inaccurate 2) even if 1) were not the case, there is nothing to suggest that Putin has either a) activated a 'kill switch' (whatever that may be) or b) fears of a coup are growing in the Kremlin i.e. the headline and body of the story bear little or no relation to each other.

Apart from that, it's another example of fine investigative journalism and editing from The Daily Express.

No its not. Its paraphrasing a ISW report. No investigatory journalism. The ISW issued a retraction because they had mistranslated a Russian government document concerning the operational reach of the Rosgvardia.

You're right. There was no investigation by The Express.

The fact is that they published an article which is factually inaccurate. This suggests that they did not attempt to validate and verify the facts before publication. That reeks of poor journalism in itself.

The disconnect between the headline and the main body of the article is plain for all to see and is, unfortunately, par for the course for The Express.
