Yamsuan Pushes Autism Support Bill in House

Rep. Brian Yamsuan is calling on the Philippine House of Representatives to prioritize passing a bill that aims to establish affordable early detection and intervention services for children with autism and other special needs. The bill, House Bill (HB) No. 6309, also proposes scholarships for students pursuing degrees in fields related to special needs. While the Senate has advanced its version of a related act, HB No. 6309 is still under review by the House Committee on the Welfare of Children.

Yamsuan highlighted the financial burden on parents seeking early autism screening and interventions, which can cost between P4,000 to P5,000 monthly, often without support from PhilHealth. He stressed the importance of a national plan for accessible screening and early intervention, which he believes would significantly benefit children’s communication and social skills and reduce long-term educational costs.

The proposed bill aims to expand the focus to include other developmental conditions, such as ADHD and Down Syndrome. It directs PhilHealth to provide benefit packages for accessible therapeutic care and tasks government agencies, including the Department of Health, with implementing a comprehensive support program. This initiative also includes public awareness campaigns and data analysis to improve care initiatives.

If passed, HB No. 6309 would establish service facilities for early intervention at government hospitals and improve Special Education Centers in public schools. Yamsuan urged the House to advance this measure to foster an inclusive society that supports all children.
