Parents face fines, forced counselling in youth crime crackdown

Parents of children involved in crime could face compulsory counselling sessions and financial penalties under sweeping new Government plans aimed at tackling rising youth offending before it spirals into adult criminality.

Justice Secretary David Lammy is set to unveil a major overhaul of the youth justice system designed to intervene earlier, reduce reoffending and cut the number of children in custody. Ministers believe the reforms could reduce youth imprisonment by at least 20 per cent.

Ministers Target Families as Crime Prevention Fails

Central to the plans is a dramatic expansion of Parenting Orders, which can force parents or guardians to take action over a child’s behaviour. The measures may include counselling, supervision programmes and fines for failing to comply.

The move comes after years of declining use of the orders, which fell from more than 1,000 cases in 2009 to just 33 in 2022. Ministers argue too many vulnerable children are slipping through the cracks until violence and repeat offending become entrenched.

Electronic Tags and New Courts Planned

The reforms would also create specialist Youth Intervention Courts bringing together judges, youth justice teams and support services under one system. Ministers say the aim is to stop children entering a revolving door of offending and custody.

Electronic tagging for young offenders is also being considered as part of tougher Youth Rehabilitation Orders. Officials want stronger surveillance powers alongside earlier intervention programmes targeting children at risk of gang involvement, knife crime and exploitation.

Government Moves Against Child Exploitation Networks

A new criminal offence targeting adults who recruit or manipulate children into offending will also form part of the package. The Government says organised criminal groups are increasingly exploiting vulnerable teenagers to carry drugs, weapons and cash.

The proposals arrive amid growing concern over reoffending rates. Around two-thirds of children released from custody offend again within a year, while eight in ten prolific offenders committed their first crime as minors.

Pressure Mounts Over Youth Custody Numbers

Ministers are also promising to cut the number of children held on remand before trial by 25 per cent by 2029. Nearly half of children in youth custody have not been convicted, despite many later avoiding prison sentences altogether.

Critics argue the current system damages children at the most formative stage of their lives while failing to improve public safety. But with knife crime and youth violence dominating political debate, the Government is betting voters will back tougher intervention before offences escalate further.

I reckon you need to cane both, but then some kid who doesn't like his parent(s) might do the crime to make sure his parents get the cane.
