This is the app I'm asking about.

What does it do?

The app allows the holders of a Thai ID card to register the card in the app and then legally use the digital app for identification the same way the physical card is used.

The question is whether this is limited to Thai nationals or also applies applies to foreigners who have the pink Thai ID card.

It only works with the proper ID card for Thai nationals that has a chip. The pink ID card doesn't have a chip.

I am surprised it has 10m+ downloads - I only know two people who use it.

Your 100% correct that the app will only work for individuals who hold the Thai national ID which has a chip embedded in it.

FYI... If you attempt to register on the app, Stage 1 of the process asks you to enter your ID number. I suspect, like many Thai Government apps, it will accept the 13 digit pink card ID number. The crunch comes at Stage 2, which requires you to take a clear photo of the rear of your ID card.

The Thai nationals ID card has an alpha/numeric code etched onto the back of card. This code is used in digital verifications (e-KYC) and official government systems for security and identity confirmation. Obviously the pink card does not have this code, so regrettably anyone with a pink card won't get past Stage 2 of the application process.
