May 24May 24 Cambodia’s tax revenue has surged nearly fourfold in just over a decade, rising from $738 million in 2012 to more than $3.5 billion in 2025, according to Economy and Finance Minister Aun Pornmoniroth.Speaking at the launch of the General Department of Taxation’s new headquarters in Phnom Penh, Pornmoniroth credited the increase to a five‑point revenue mobilisation strategy. He said the government had worked to create a favourable environment for trade and investment, avoided introducing new taxes except for VAT adjustments, and strengthened taxpayer services through digital technology.“Strategic measures were implemented to generate revenue without causing economic harm, while ensuring fairness and justice in tax payment,” the minister explained. He added that the private sector had been encouraged to engage with the system, helping align state revenue collection with broader socio‑economic development goals.The new GDT building itself symbolises this modernisation drive. Built on more than 25,000 square metres, it houses four commercial floors and 30 administrative storeys. Director‑General Kong Vibol described it as a “one‑stop centre” where taxpayers can access services more efficiently.Prime Minister Hun Manet, who presided over the opening, urged tax officials to uphold professional ethics and build trust with the public. He called on both taxpayers and collectors to respect the law, stressing that transparency and accountability are essential to sustaining growth.The sharp rise in revenue reflects Cambodia’s broader economic expansion and efforts to strengthen state institutions. Analysts note that improved compliance and digitalisation have played a key role, though challenges remain in ensuring equitable enforcement and tackling corruption.For the government, the figures are a sign of progress towards financial independence and resilience.
