The Kremlin has unveiled a stark new recruitment drive for the war in Ukraine: sign up for the front line and the state may wipe out your debts.

As Russian casualties continue to mount and recruitment pressures intensify, President Vladimir Putin has signed a decree offering major financial relief to citizens willing to join the military. The move underlines the growing strain on Moscow’s war machine more than four years into the conflict.

War Service In Exchange For A Clean Slate

Under the new scheme, Russians who sign Defence Ministry contracts from May 1, 2026 and commit to at least one year of service can have overdue debts erased.

The policy also covers spouses, with debt cancellation capped at 10 million rubles — roughly £110,000. In practical terms, that is enough to wipe out the cost of a modest Moscow apartment for many struggling households.

The Kremlin says the relief only applies to loans already under formal debt recovery proceedings before enlistment. But the political message is unmistakable: financial desperation is now being folded directly into Russia’s military recruitment strategy.

The Human Cost Behind The Numbers

The announcement comes amid mounting reports that Russia is struggling to replenish battlefield losses. Ukrainian military estimates claim Russian casualties have now approached 1.36 million since the full-scale invasion began in 2022.

Western analysts increasingly believe Moscow can sustain the war only through escalating financial incentives, coercive contracts and regional recruitment drives targeting poorer communities.

For many Russians facing rising prices, stagnant wages and mounting personal debt, the choice is becoming brutally transactional — economic survival or the battlefield.

Families Promised Protection As War Drags On

The incentives grow even larger if soldiers are killed or severely wounded. Under the decree, the government will fully cancel family loan obligations in cases of combat death or Category I disability.

Moscow has also extended long-term state land rental rights for troops fighting in Ukraine, adding another layer of material reward tied to military service.

The measures arrive as peace talks remain stalled and fears grow of a renewed Russian offensive. Far from preparing for de-escalation, the Kremlin appears to be digging deeper into a war that is increasingly reshaping Russian society itself.
