Ukraine has offered Russia a potential truce in the Black Sea, proposing that both sides halt attacks on civilian targets as strikes on ports and shipping threaten to disrupt global food supplies. Kyiv sent the proposal through a third party and is awaiting Moscow’s response, according to a source familiar with the matter.

Kyiv moves as shipping crisis deepens

The initiative comes after weeks of escalating attacks on vessels and port infrastructure. Both Russia and Ukraine are major forces in global agriculture markets but have accused each other of targeting ships involved in food exports.

Shipowners have increasingly avoided Odesa, Ukraine’s main grain-exporting region, after repeated Russian strikes damaged port infrastructure and hit foreign-flagged vessels. Kyiv has been forced to rely more heavily on alternative routes as confidence in Black Sea shipping deteriorates.

Moscow denies receiving formal offer

Russia had not publicly responded to Kyiv’s reported proposal. Deputy Foreign Minister Alexander Grushko said Moscow had received no formal ceasefire request, despite growing discussion of temporary moratoriums.

“We have not received any formal proposals,” Grushko said, according to Russian state media.

Turkish Foreign Minister Hakan Fidan said separately that a proposal had been conveyed to both Moscow and Kyiv for a moratorium on Black Sea attacks.

Grain markets react as exports plunge

The uncertainty is already rippling through agricultural markets. European wheat futures turned lower after news of Ukraine’s offer, giving up earlier gains as traders weighed the prospect of reduced disruption.

Ukraine’s grain exports have suffered a dramatic hit. Its agricultural sector says exports through the Black Sea fell 76% year-on-year so far in August, with the impact threatening to spread far beyond the battlefield.

A fragile route with global consequences

Any agreement to protect civilian shipping could provide an immediate lifeline to Ukraine’s battered export industry and help stabilise food markets.

But with Moscow and Kyiv still trading accusations over attacks at sea, the proposal faces a major test: whether either side is prepared to restrain its military campaign when the Black Sea has become one of the war’s most strategically important fronts.
