Taxi drivers drive a car. Motorcycle riders ride a motorbike.

There is no mention of a taxi driver with or without a meter

I have read the article several times. There is absolutely no mention of a taxi driver. As I pointed out previously, taxi drivers drive cars. Motorbike taxi riders ride motorbikes.

This article is about a fake taxi motorbike rider, not taxi car drivers. taxi motorbike riders do not use a meter. So all the talk about meters etc is irrelevant.

as I said before had he been wearing a fake one he would already be taking a risk. the mortorcycle taxis are a tight knit bunch with a propensity for violence towards those that fraudulently wear the waistcoat

It's perhaps a bit like wearing a high vis jacket in the UK, you can go anywhere. A motorcycle taxi driver get up in Thailand allows you to hang about wherever you want. (And legitimately join in on any tourist beat downs!)
