I can't say for sure, but I probably did use a US phone number to enroll. According to my email records, I signed up in October 2024, and at that time I had a virtual US number from an online provider. (I've since lost that number, but had already switched my 2FA method to Google Authenticator.)

Login.gov still works WHEN I start from the SSA site via https://secure.ssa.gov/RIL/SiView.action and select login.gov. I seem to recall having issued going directly from login.gov. I also use an authentication app instead of an SMS but that's likely not the issue as it's later in the login.

I have never gave them a real-id as I don't have one or uploaded a US passport as I'm not American.

I have the same problem with my OPM pension. So far, I'm missing pension payments for 3 months, July Aug Sep.

I used the IDD-I 1199 form to change banks & it took 6 months for OPM to stop paying the old Thai bank. Problem is I have never received anything at the new Thai bank. But my OPM acct link says OPM thinks they have paid me; & it seems based upon the visible last 2 digits of my new Thai bank acct number that they probably do have the new Thai bank acct# correct.

If you have a US address, just figure out who your congressional representative is. I think one of the congress websites has a tool to find that out, if you don't already know. I'm not sure how it works if you're outside the US with no US address. You must still have a representative? Anyway, all the people in congress have a website, and on those sites there's a link to send them an inquiry. When you do that, there's some questions you have to answer. What kind of problem you're having, what agency is involved, etc. Then, there's a box for you to explain your problem. When you do that, keep it simple and to the point, but do give them the necessary information. Your Civil Service Claim No., the months you did not receive payments, the bank that's supposed to receive them, including the account number and routing number. With all that information, they should easily be able to figure out what happened to your payments for the missing months.

For what it's worth, I did finally receive my missing payment to the correct account, three or four days after I sent the inquiry. So OPM must have someone paying attention to the inquiries.
