Russian spies ‘target UK teens’ for violence and sabotage

Russian state-linked actors are suspected of exploiting online networks of violence-obsessed teenagers to recruit “disposable agents” in Britain, offering money and access to weapons and training for acts of sabotage and violence.

A disturbing new recruitment pipeline emerges

Research by the Institute for Strategic Dialogue found multiple indicators of possible Russian state-linked support within so-called “Com” networks, online communities dominated by teenagers and young adults seeking status through extreme violence.

At least two acts of vandalism have already taken place in Britain in connection with one Russia-linked group, according to the investigation. The incidents were filmed and featured declarations of allegiance to the organisation.

Cash is changing the threat

The networks have traditionally attracted young people motivated by violence, notoriety and extremist ideologies. But researchers say Russian-linked actors appear to be introducing a new incentive: payment.

Steven Rai, who led the ISD research, said cryptocurrency transfers allegedly linked to arson attacks had appeared on Telegram, while one group reportedly offered $3,000 (£2,224) for vehicle arson.

The same network has promoted a “marketplace” offering firearms and material covering explosives, poisons and cyber attacks.

Teenagers are being offered a dangerous shortcut

Rai said the suspected Russian-linked figures appeared more sophisticated than the teenagers who previously dominated Com networks. Several videos allegedly featuring masked Russian-speaking men also appeared to have been filmed inside the same location.

He warned that a state actor could be exploiting the networks as a ready-made pool of recruits who already seek violence and notoriety but previously lacked the means or knowledge to carry it out effectively.

Europe is already facing a wider sabotage campaign

The allegations come amid a series of suspected Russian-linked hybrid operations across Europe, including arson, cyberattacks and suspected sabotage targeting defence and critical infrastructure.

Incidents under investigation have included fires at defence-related facilities in Bulgaria, Italy and Estonia, an alleged thwarted arson attack in Slovakia and fires in Poland.

Britain’s security agencies are now on alert

The National Crime Agency said it is working with Counter Terrorism Policing through a cross-departmental taskforce targeting the Com network threat.

The agency said online groups were not only distributing “grotesque content” but encouraging and directing real-world violence — creating a threat that does not fit neatly into traditional categories.
