ภัยกลางกรุง

from todays thai rath newspaper , an article about a disturbing incident that occured last week in bangkok.

dont be put off by the length , the story is easy to follow and the vocabulary is not difficult either.

the story is just another reminder of the dangers that await the innocent on the streets and in the hospitals here.

however , i cant make any sense of the last couple of lines , can anybody help ??

ตีสองของคืนวันที่ 6 ก.ย. นักข่าวหญิงของหนังสือพิมพ์สยามกีฬาขับรถออกจากที่ทำงานในซอยนวลจันทร์ จะกลับบ้าน

ใช้เส้นทางถนนเลียบทางด่วนรามอินทรามุ่งหน้าถนนลาดพร้าว เกิดอุบัติเหตุรถชนกับรถบรรทุกสิบล้อบริเวณตรงข้ามห้างเทสโก้ โลตัส

ได้รับบาดเจ็บเล็กน้อย

หน่วยกู้ภัยมูลนิธิสยามรวมใจ นำส่ง รพ.เปาโล

ขณะเกิดเหตุมีนักข่าวชาย 4 คน ที่ทำงานอยู่ด้วยกัน และเลิกงาน

พร้อมๆกันขับรถตามมาพบว่าเพื่อนเกิดอุบัติเหตุจึงจอดลงไปดู

ตัวนักข่าวหญิงถูกนำส่งโรงพยาบาลไปแล้ว แต่รถยังอยู่ที่เกิดเหตุ รอเจ้าหน้าที่ตำรวจมาตรวจสอบ

ระหว่างยืนรอตำรวจก็จับกลุ่มพูดคุยกับเจ้าหน้าที่กู้ภัย

ราว 1 ชั่วโมง ตำรวจยังไม่มา

อยู่ๆมีรถจักรยานยนต์คันหนึ่งวิ่งผ่านมา ทั้งคนขับและคนซ้อนท้ายใส่หมวกกันน็อก พอมาใกล้กลุ่มนักข่าวและเจ้าหน้าที่กู้ภัย คนซ้อนท้ายชักปืนลูกซองออกมา

ลั่นกระสุนใส่ 1 นัด แล้วเร่งเครื่องหนีไป

กระสุนถูกนายสุรเชษฐ์ เทียนทอง และนายสมิท โภคาวัฒนา สองนักข่าวสยามกีฬา

นายสุรเชษฐ์โดนกระสุนลูกปรายเข้าที่ขา 1 เม็ด ส่วนนายสมิทอาการหนัก โดนเข้าไปถึง 7 เม็ด ที่ท้องทะลุกระเพาะอาหาร ที่อวัยวะเพศ มือ แขน ไหล่ และขา

เพื่อนอีก 2 คน ที่รอดจากกระสุนช่วยกันนำส่ง รพ.ลาดพร้าว ปรากฏว่า รพ.ลาดพร้าวไม่ยอมรับตัวนายสมิทไว้รักษา เจ้าหน้าที่โรงพยาบาลแจ้งว่า

ต้องใช้เงินสด 3 แสนบาท จึงจะดำเนินการรักษาให้เพื่อนๆไม่มีเงินมากขนาดนั้น จึงนำตัวส่ง รพ.ภูมิพล ซึ่งนายสมิท

มีประกันสังคมอยู่

นำส่ง รพ.ภูมิพลตอนตีสี่ ทางโรงพยาบาลยังไม่ผ่าตัดเอาหัวกระสุนออก อ้างว่าไม่มีญาติ

เพียงแค่เช็ดแผลและทายาให้

จนถึงบ่ายสองโมง เมื่อเห็นว่าไม่ได้การ เพื่อนๆจึงย้ายนายสมิทไปรักษาที่ รพ.พญาไท แพทย์ช่วยผ่าตัดเอากระสุนออกจนอาการปลอดภัย

สิ่งที่เกิดขึ้นมีปัญหาที่สะดุดใจอยู่หลายอย่าง

ที่สำคัญคือการใช้ปืนลูกซองยิงใส่กลุ่มคนอย่างไม่มีเหตุผล

เจ้าหน้าที่หน่วยกู้ภัยคนหนึ่งเล่าว่า เมื่อ 2-3 คืนก่อนก็เกิดเหตุทำนองเดียวกันนี้มาครั้งหนึ่ง

เหตุที่เกิดขึ้น คนที่ถูกยิงไม่ได้มีเหตุทะเลาะวิวาท เพียงแต่ลงไปดู รถเพื่อนที่เกิดอุบัติเหตุ

กลับถูกยิงจนอาการสาหัส

คดีนี้มีการแจ้งความไว้ที่ สน.โชคชัย ท้องที่เกิดเหตุแล้ว เมื่อบ่ายวันที่ 7 ก.ย. จึงขอให้ตำรวจ สน.โชคชัยพยายามสืบสวนจับกุมมือปืนรายนี้มาให้ได้

ถึงจะไม่ได้ตัวมือปืน ก็ควรหมั่นส่งสายตรวจออกตรวจตราเพื่อป้องกันเหตุ

อย่าให้เป็นเมืองเถื่อนทั้งที่อยู่กลางกรุง.

That's a very interesting and scary article, tax. Cheers for posting.

I would translate the final part along the lines of:

"Therefore, there ought to be regular police patrols (in the street) to prevent situations such as this, and not allow a state of lawlessness even in the middle of the capital".

Obviously that's crap English and can be rendered much better, but hopefully it helps you get the gist.

EDIT: David beat me to it with a much better translation.

...ควร หมั่น...

should be persistent

ส่ง สายตรวจ ออก ตรวจตรา

...send out patrolling officers to inspect...

...เพื่อ ป้องกัน เหตุ...

...in order to prevent situations (arising)...

...อย่า ให้ เป็น เมือง เถื่อน...

not allow to be a lawless society [that's the term, thanks David.]

...ทั้ง ที่อยู่ กลางกรุง...

...even (be) [in] middle [of the] capital...

เถื่อน is used about lots of things, and it's one of those words that, now you know it, you will notice it used everywhere. It can be used about many illegal things - illegally logged wood, cds/dvds, booze...

Can be rendered in English as 'illegal', 'bootleg', 'pirate' 'counterfeit' and various others.

The word เถื่อน had a lot of very interesting application in Thai, for example,

ป่าเถื่อน - jungle (or, more politically correct, rain forest)

เหล้าเถื่อน - untaxed and unregulated liquor

ไม้เถื่อน - bootleg timber

หมอเถื่อน - unlicensed doctor

ของเถื่อน - illicit goods
